| The
operator of a small MS4 has the option of relying on
one or more other entities to perform one or more of
its minimum control measures. Two or more entities may develop a
regional program, or use a program offered by
another governmental agency or a nongovernmental
organization. For
instance, a municipality could identify a measure
that is already in place instead of implementing a
new program, provided it meets the Phase II
standards and is effective in the community as
determined by measurable goals. It is generally more cost-effective to use
existing educational programs than to develop and
implement new ones.
