Each community has its own personality, level of sophistication, and situations.

THE OPERATOR OF EACH SMALL MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) IS GIVEN BROAD FLEXIBILITY IN CHOOSING PLANS FOR EDUCATING AND INVOLVING HIS OR HER COMMUNITY SO THAT ACTIVITIES AND MATERIALS MAY BE GEARED TO THE ISSUES PRESENT AT THE LOCAL LEVEL.



A variety of strategies should be employed in order to reach a maximum number of people, including minority and disadvantaged citizens, and children.

Information should be printed in more than one language, and pictures may be used to reach those who cannot read.
